So I found an interesting line of products that can be used for making decor for aquariums, including fake rocks, and 3d backgrounds. There is a couple videos on their site showing exactly how to use it for those purposes too.

I myself was searching for products I could use to color my foam backgrounds with, they actually have a nice line of about 9 color tints, that you mix with another resin, called smoothcast 327. It makes a rubber coloring base that can be painted on. all the products used in the video are good for fresh, and saltwater use too.

While I was impressed by the video showing how to make a background using the product, due to the price I might just give the color tints, and smooth cast a try for my standard drylok covered 3d foam backgrounds.

Although the stuff has a pretty quick curing time, and a background could be started, finished, and tank ready in a day. That's crazy fast. My current process takes at least a week, then tank ready another 2 to 4 days after that.

I broke down pricing using their sample sizes, which were reasonable amounts for 1 bg,without shipping costs was about $152. Not even anymore than what a universal,or pangea would cost. So even then it would be cost friendly.

I get my styro for free,so my using the coloring materials would be enough, but still it would be fun to give the entire process a try. But if your looking into making a BG at least check out the video, and website. they even have a washington, and oregon distributor.
