Try getting your PH to a more muetral PH to see if it helps and treat with prazi-pro and get your nitrates lower. Although I really doubt its your PH if they are adjusted to it because they say angelfish can be in a wide variety of ph levels as long as they are slowly acclimated to them. GL

I wouldent tamper with your ph at all. Its better that its stable then "ideal", furthermore angels, discus, etc are from acidic waters. There bodys are programed to deal with issues in a lower ph. I think you should clear up any and all traces of nitrates, nitrites, and ammonia. And then wait a while, read your fish, if there still haveing issues, then look to medications. My 2cents.
