The bulging eyes are one of the symptoms of dropsy along with the bloated belly.

Dropsy, bloat, whatever you want to call it, these are symptoms of pathologies with diverse underlying causes, most commonly stress-associated systemic failures and/or adventitious infections. In a fish with symptoms this severe, recovery seems unlikely, and IMO euthanasia would be the most humane option going forward. Sucks, I know.
